The utility shall obtain all construction, building or other permits or approvals
as according to city ordinance, state or federal law. In addition, a permittee shall
comply with all requirements of laws, shall complete work in a way as to not cause
any unnecessary or unauthorized obstructions of sidewalks, streets, waterways or railways,
and is responsible for all work done in the rights-of-way, regardless of who performs
the work. No rights-of-way obstruction or excavation may be performed when seasonally
prohibited or when conditions are unreasonable for such work, except in the case of
an emergency as outlined in section 28-92.
