At any time, including the time of inspection, the City Manager may order the immediate
cessation of any work which poses a serious threat to the health, safety, or welfare
of the public, violates any law, or which violates the terms and conditions of the
permit or this article, or issue an order to correct work which does not conform to
the permit or applicable standards, conditions or codes.
