The City tree plan developed by the Trees, Parks and Recreation Board shall serve
as a guideline for all work on street, park and public trees in the City. The Mayor
and City Council, employees of the City, and any persons or firms employed for services
to the City that involve street trees or trees in other public areas, will be guided
by the annual City tree plan. Any proposed action, which would depart significantly
from this tree plan shall first be brought to the attention of the Trees, Parks and
Recreation Board for comments. However, nothing in this section shall prohibit the
City Council from taking needed emergency measures as provided for elsewhere in this
Code.
