The City has undertaken an effort to revitalize its historic core by creating a conceptual
center master plan, shown in this section. The town center master plan shows the potential
build-out of parcels within the study area. For the purposes of implementing the development
of the town center, it will also serve as the regulating plan for the town center
district code. A regulating plan defines the desired physical form and sets development
parameters such as land use, street type, building height, siting and setbacks, and
parking placement. It will serve as a guide for city officials, property owners, and
development professionals as they conceive and implement improvements and development
projects within the town center area.
