§ 20-9. Open or unused wells.

All open, abandoned and unused wells within the confines of the City shall be filled or properly capped for the protection of the health and welfare of the citizens of the City. Any person having located on his property such wells, and have not filled or capped such wells, shall be guilty of violating this section.
