§ 28-1. Complete streets.

  • Purpose. All new or renovated transportation infrastructure in the City should adhere to the concept of "complete streets." Complete streets achieve safety, comfort and convenience for all modes of travel, including pedestrians, bicycles, and automobiles. The following is a checklist of elements that should be incorporated into all new developments or transportation projects in the City:

    (1)

    Offer a full range of travel modes.

    (2)

    Provide sidewalks, either separated by a park strip or with the required width to provide pedestrian safety on all new roads.

    (3)

    Include bicycle lanes on new major roadways and retrofit existing major roadways during reconstruction projects.

    (4)

    Connect to other transportation networks or roadways.

    (5)

    Provide safe pedestrian crossings at key intersections.

    (6)

    Provide full accessibility to all people.

    (7)

    Contribute to the pleasant and convenient pedestrian atmosphere of the City.
